Overview

Biography

David’s experience includes assisting with Article 10 and Article VII major electric generating facility and infrastructure siting under the New York Public Service Law. He has taken part in regulatory proceedings involving litigation and settlement negotiations and appeared before administrative law judges at evidentiary hearings, procedural conferences, and public statement hearings.

Representative Experience

  • Represented Department of Public Service staff across numerous Article 10 and Article VII proceedings.
  • Advised the NYS Public Service Commission and Board on Electric Generation Siting and the Environment on various matters related to renewable energy generation siting, electric transmission infrastructure siting, consumer complaint procedures and matters, and other policy initiatives.
