Overview

Biography

Katie concentrates her practice on representing clients in a wide range of commercial and real estate matters, including conveyancing, financing, leasing, construction, and public-private partnerships. She has assisted public and private entities, including utility- and community-scale solar developers, with real property tax exemptions, payment in lieu of taxes (PILOT) agreements, and economic development incentives. She drafts and negotiates purchase and sale agreements, leases, easements, and American Institute of Architects contracts for commercial properties, including shopping centers, office buildings, distribution centers, and solar projects.

Katie also represents developers and municipal housing authorities in the development of low-income housing. She has guided significant development and redevelopment projects from procurement through closing, including multiple low-income housing tax credit (LIHTC) and rental assistance demonstration (RAD) conversion transactions. Katie has appeared before and represented industrial development agencies (IDAs), counseled board members on applications for financial assistance, and drafted and negotiated documents for IDA closings.

Experience

Representative Experience

  • Drafted and negotiated purchase and sale agreements, leases, easements, and AIA contracts for commercial properties, including shopping centers, office buildings, distribution centers, and solar projects.
  • Negotiated a turnkey construction and lease agreement for a high-tech cannabis facility valued in excess of $100 million.
  • Conducted due diligence review for the development of major e-commerce distribution centers. Responsible for removing complex title exceptions and coordinating closing.
  • Appeared before and represented industrial development agencies. Counseled board members on applications for financial assistance. Drafted and negotiated documents for IDA closings.
  • Represented public housing authorities and developers with respect to the redevelopment and construction of low-income housing projects, including LIHTC projects.
  • Counseled utility-scale and community-scale solar developers on real property tax matters, including exemptions under Real Property Tax Law § 487 and PILOT negotiations.
  • Obtained real property tax exemptions under Real Property Tax Law §§ 420-a/b, 485-a/b, and 581-a.
  • Acted as lead counsel to municipalities in Article 10 proceedings under the Public Service Law.
  • Appeared before zoning boards of appeal and planning boards on behalf of clients.
