Steven I. Rubinstein is a partner with the law firm of Damon & Morey LLP. Mr. Rubinstein practices in the firm’s Business and Corporate Law Department, and in the firm’s Health Care Practice Group. His practice within the firm’s Health Care Practice Group includes representation of hospitals, medical and hospital networks and associations, physician groups, and a variety of voluntary agencies and individual health care providers on matters involving drafting and contract negotiation, including managed care contracting, managed care service delivery, health care regulatory compliance, corporate governance, Medicare and Medicaid reimbursement, mergers and affiliations, antitrust, commercial leasing and real estate transactions, guardianships and competency hearings, and related matters.

Mr. Rubinstein has provided counsel in the affiliation of a New York State hospital with an out-of-state health system, in the establishment of independent practice associations and related management service organizations, in the establishment and maintenance of managed care delivery relationships by medical providers, in the merger of two public charities providing services to disabled and disadvantaged children, in the spin-off into a separate charity of an operational division of a major public charity serving the blind, in the preparation and negotiation of complex intellectual property (computer consulting) contracts for health care providers, and in applications for Mental Hygiene Law Article 81 and Surrogate Court Procedure Act Article 17A guardianships. Mr. Rubinstein serves on the Board of Directors of a community mental health agency, and on the Board of Directors of a large child care center affiliated with the local university. Mr. Rubinstein also served on the Board of Directors of a local public charity providing services to homeless and runaway youth. Mr. Rubinstein has written an article published in the Buffalo Law Journal entitled, “Medicare Reimbursement Maze: A Primer for Physicians”, and has recently spoken on the topics of the confidentiality of mental health records at a symposium on Mental Health and the Law, on responding to Medicaid audits and investigations, and on AIDS Confidentiality and Access Issues.

Mr. Rubinstein received his B.A. degree in Psychology from the State University College at Fredonia in 1971, his Ed.M. degree in Counseling from the State University of New York at Buffalo in 1983, and his J.D. degree from the State University of New York at Buffalo Law School in 1991. He was a member of the editorial staff of the Buffalo Law Review, and served as a director of the Student Bar Association.

Prior to entering the field of law, Mr. Rubinstein maintained a private practice in psychotherapy, served as a senior counselor for Canisius College Counseling Center, and as an adjunct faculty member in the Canisius College Psychology Department. He also served as a supervisor for Catholic Charities Department of Manpower and Educational Services, Inc. Mr. Rubinstein is frequently called upon as guest lecturer and has conducted over 25 workshops and presentations on numerous topics including leadership and communication skills.

Mr. Rubinstein’s memberships include the New York State Bar Association, the Erie County Bar Association, of which he is a member of the Health Care Law and Corporation Law Committees, and the American Orthopsychiatric Association, of which he is a Fellow. Mr. Rubinstein has maintained his credentials as a National Certified Counselor (NCC).
